The calls came as search and rescue operations got under way, with emergency services working to clear the debris left by buildings destroyed by the tornadoes.

Towns outside of Dayton, including Beavercreek and Northwood, were among those hit the hardest. In Brookville, where the storm tore off the school's roof, classes were canceled. Winds were so strong that residents said a auto was picked up by the storm, and windows were knocked out due to powerful winds. Multiple schools in the area were closed or had delayed starts Tuesday.

ODOT Dayton later posted images showing a snow plow clearing the debris from the interstate.

Flooded areas of Arkansas and Oklahoma were bracing for more rain that will feed the already swollen Arkansas River, forecasters said on Tuesday.

"We do not know at this time if this was a tornado, straight-line winds or what the cause was" of damage in Pendleton, 35 miles (56 kilometers) northeast of Indianapolis, said Todd Harmeson, a spokesman for the Madison County Emergency Management Agency. "I know they want to get outdoors and I know they want to see what's going on in the neighbourhood, but we still have power lines down, we still have hazards out there", Harmeson said.

"We still have water still rising in the east", he said.
